Erklärung des Sekretariats der Europäischen Märsche gegen Erwerbslosigkeit, ungeschützte Beschäftigung und Ausgrenzung.

Danke, Irland!
Das ist kein schwarzer Freitag für Europa, es ist ein schwarzer Freitag für ein Politikmodell, das die Demokratie mit Füßen tritt.

Um diese Uhrzeit (16:34h) liegt in der großen Mehrheit der Wahlbezirke das Nein vorn. Der irische Justizminister und der Europaminister sprechen bereits von einer Niederlage. Laut Pressemeldungen haben vor allem ländliche Bezirke und solche mit hohem Arbeiteranteil mit Nein gestimmt.

     
 
Damit hat die irische Bevölkerung das ausgedrückt, was die Bevölkerungen in den meisten anderen Staaten auch gesagt hätten, hätten sie über den Lissabon-Vertrag abstimmen dürfen. Sie alle haben durch die Iren eine Stimme bekommen, welche die EU ihnen verweigern wollte.

Der Mangel an Demokratie war offenbar einer der Hauptgründe für die irische NEIN. Nach dem Nein aus Frankreich und den Niederlanden zum Verfassungsvertrag hätte die EU die Chance gehabt, in einen wirklichen Dialog mit der Bevölkerung zu treten und ihre Anliegen zu hören. Das aber war nicht gewollt. Im Gegenteil: Der Vertrag von Lissabon bleibt hinter der Verfassung vieler Mitgliedstaaten zurück und setzt diese de facto außer Kraft, ohne die für solche Verfassungsänderungen erforderlichen Mehrheiten. Für 90% aller Rechtsnormen sollte das weitaus undemokratischere EU-Recht als das höherrangige gelten. Was das praktisch bedeutet, konnten wir zuletzt am Beispiel der Entsenderichtlinie erfahren, die nationale Tariflöhne aushebelt.

Irland hat nicht NEIN zur EU gesagt, es hat NEIN zu einer undemokratischen, wirtschaftsliberalen und militarisierten EU gesagt.

Die Europäischen Märsche gegen Erwerbslosigkeit, ungeschützte Beschäftigung und Ausgrenzung werben seit langem dafür, dass wir diesem Modell der EU ein anderes Modell entgegen setzen: das eines demokratischen, auf dem Selbstbestimmungsrecht der Bevölkerungen seiner Mitgliedstaaten beruhenden, gegen über den Völkern des Südens offenen, friedlichen und sozialen Europa.

Mit dem NEIN der Iren ist alles wieder offen: Es ist an der Zeit, europaweit dafür einzutreten, dass in allen Mitgliedstaaten eine offene Debatte über das Europa, das wir wollen, geführt wird. Dokumente, die das Zusammenleben in Europa grundsätzlich regeln, müssen einem Referendum unterzogen werden!

In diese Debatte werden wir die Charta der Grundsätze für ein anderes Europa einbringen, die die Europäischen Märsche zusammen mit anderen Organisationen und Netzwerken im Rahmen des Europäischen Sozialforums erarbeitet haben.

Merci, l'Irlande!
Ceci n'est pas un vendredi noir pour l'Europe, c'est un vendredi noir pour un modèle politique, qui foule aux pieds la démocratie.

A cette heure-ci (16:37h) dans la grande majorité des circonscriptions le NON l'emporte. Les ministres de la Justice et pour les questions européennes parlent déjà d'un échec. Selon la presse ce sont surtout les villageois et les quartiers populaires qui ont voté Non.

Ainsi la population de l'Irlande a exprimé ce que les populations dans la plupart des autres pays membres auraient aussi voulu exprimer, si ils avaient pu voter sur le Traité. Eux tous, à travers les Irlandais ont reçu une voix, que l'UE leur voulait nier.

Le manque de démocratie a été visiblement une des raisons principales pour le Non irlandais. Après le Non de France et des Pays Bas au Traité Constitutionnel, l'UE aurait eu la chance d'entrer dans un réel dialogue avec les populations et d'écouter leurs propos. Toutefois ceci n'était pas voulu. Au contraire: Le Traité de Lisbone reste en deça de beaucoup de constitutions de pays membre et les abolit de fait, sans se rassurer de la majorité nécessaire à un tel changement constitutionnel. 90% des normes juridiques de chaque pays aurait du être soumis à un droit communautaire bien moins démocratique, mais d'un rang plus élevé. Qu'est-ce que cela signifie en pratique, nous avons pu le constater  lors des jugements de la Cour Européenne sur la portée des conventions collectives nationales.

L'irlande n'a pas dit NON à l'UE, elle a dit NON à une Europe antidémocratique, libérale et militarisée.

Les Marches Européennes contre le chômage, la précarité et l'exclusion réclament depuis longtemps qu'au modèle communautaire en vigeur soit contrapposé un autre modèle: celui d'une Europe démocratique, basée sur l'autodetermination des populations de ses Etats membres, ouverte vers les peuples du Sud, pacifique et sociale.

Avec le NON des Irlandais, tout est ouvert à nouveau ouvert: Il est donc grand temps qu'un engagement soit pris à l'échelle européenne pour que dans tous les Etats membres soit entamé un debat ouvert sur l'Europe que nous voulons. Les documents, qui règlent les principes d'une coopération entre les peuples du continent, doivent être soumis au référendum populaire!
Dans ce débat les Marches Européennes introduiront la Charte des Principes pour une autre Europe, qu'elles ont rédigé ensemble avec d'autres organisations et réseaux dans le cadre du Forum Social Européen.

Thank You, Ireland!
This is not a black friday for Europe, it's a black friday for a model of politics which is deeply undemocratic.

To this hour (17:07h) the No vote is ahead in a vast majority of constituencies. The minister of Justice and the minister for European affairs already talk about defeat. Following the press, the No was especially strong in the countryside and in working class areas.

The people of Ireland have by that given expression to what the peoples in most other member states would have whished to expressed, would they have allowed to vote on the Treaty. They all, through the Irish people, got a voice which the EU wanted to deny them.

The lack of democracy was visibly one of the main reasons for the Irish No. After the French and the Dutch No to the Consitutional Treaty the EU would have had the opportunity for a true dialogue with the peoples, listening to their proposals. But this was'nt what was looked for. On the contrary: The Treaty of Lisbone keeps staying well below the constitutional rights of many member states which it whips away without even asking the majority legally needed for constitutional changes. 90% of the legal norms of each country would have been subordinated to communitarian law, which is by far less democratic but ranked higher. What this means in practice, we could experience as the European Court of Justice stated on the applicability of national wage settlements.

Ireland didn't say NO to the EU, it said NO to an undemocratic, liberal and militarized Europe.

The European Marches against unemployment, precarity and exclusion ask since longer time that we should counterpose to the existing EU model another model: that of a democratic Europe, based on the right of self-determination of the peoples of its member states, a Europe which is open to the peoples of the South, based on peace and social rights.

The Irish NO makes it all open again: It is therefore high time to engage throughout all the EU a debate on the Europe we want. The documents, which define the principles of the cooperation between the peoples in Europe must be submitted to popular vote
in all member states!
In this debate the European Marches will introduce the Charta of the principales for another Europe which they wrote together with other organizations and networks in the framework of the European Social Forum.
